1. Drain and rinse black beans. 2. Drain the corn. 3. Drain the RoTel and diced tomatoes in a colander. 4. Chop the green onions and cilantro. 5. De-seed and chop the jalapenos. 6. Mix all ingredients except the jalapenos into a large bowl. 7. Season with garlic, salt and pepper to taste. 8. Place the jalapenos in a separate bowl. 9. Chill in the refrigerator. 10. Serve with tortilla chips.
